Holding Russia accountable for its aggression against Ukraine:

The United Nationa has in several Resolutions condemned Russia’s military attack against Ukraine, and demanded that Russia be held accountable. Since the full-scale military attack of Russia against Ukraine, the Council of Europe and the EU have taken the lead in a series of mechanisms to hold Russia accountable for its aggression against Ukraine.

Russia’s attack on Ukraine is also an attack at the system of rule of law in Europe. In order to uphold the multilateral system of respect for human rights and the rule of law, the Council of Europe and the EU have reacted to this breach by a number of mechanisms and steps to defend the legal order :

A Register of Damage for Ukraine has been set up in the Hague, under the auspices of the Council of Europe, to register all war damage by Russia against Ukraine. In operation since 2023, the register records all claims for compensation for damage, loss and injury cause by the aggression of Russia against Ukraine. More than 170.000 such claims have been registered, while several hundred thousand are reported.
An International Claims Commission has been set up on the basis of a Council of Europe Convention, open to all countries, to decide upon claims for compensation and the amounts of the claims in each case. More than 50 countries and the EU are participating.
In June 2025 preparations started for the establishment of a Special Tribunal for the Crime of Aggression against Ukraine. In January this year the EU contributed a grant 10 mill Euros to finance the preparations for the Special Tribunal.and in May 2026 the Council of Europe decided to establish the Tribunal.

A review of the status in the work to hold Russia accountable will be presented in a Panel by Nordic Europe Hub Ukraine Thursday 13. August 2026, 16:00-16:45 at Arendal Bibliotek,
moderated by Ambassador (ret) Torbjørn Frøysnes, with participation of EU’s Ambassador to Norway, Nicolas de La Grandville, Dir. Markiyan Kliuchkovskyi of the Register for Damage against Ukraine and Yevhennila Kubakh, Center for Civil Liberties, Kyiv.
